The truth is that Google itself has a section
on their website that states: "Beware of SEO's that claim to

to Google. There is no priority submit for Google."
The Guaranteed #1 Position Scam
First, these companies sometimes advertise that
they guarantee #1 rankings but they do not tell you for which keywords.
For example, If they can guarantee that when someone types "CNN"
into Google and your website comes up first, with CNN.com coming
up second, you would be getting tens of thousands of visits to your
site on a daily basis. That simply is not the case. The truth is
that they are guaranteeing you a #1 position but not necessarily
for a keyword that is competitive. For example, it would be easy
to get your site to the #1 position in Google for the term "Colorless
Blue Chocolate."
A related SEO "Number One Guaranteed"
scam is when a company pretends to optimize your website as needed
and create an appropriate Strategic Linking plan. Instead, they
guarantee a #1 rank because they pay for it by way of a Pay-Per-Click
advertising campaign (or a related pay for inclusion approach).
These are legitimate means of being placed at the top of the first
search engine results page under the "sponsored links"
categories. Pay-per-click, search engine optimization, and strategic
linking can all work together but as a consumer, one must beware
of what is being payed for. If you wanted optimization but got something
else, that is a problem, especially since pay-per-click advertising
is typically much more expensive than optimization and linking!
